You've either confused yourself with Fallout 4, or previously tweaked the Fallout 3 ini wrongly, or installed a mod or mod manager that tweaked it and/or not made a truly clean install but a re-install over previously retained settings and save-games etc, or over some aborted previous install.Troubleshooting Fallout 4 Mod Manager that’s not working in Windows 10 And both those ini files are not small nor incomplete.
